This paper is based on a review of the educational policy provisions and objectives in Pakistan since its creation in 1947. The paper focuses on policy measures and objectives regarding four major areas of education in the country: Higher Education, Secondary Education, Primary Education, and Technical and Vocational Education. The paper describes the chronological development in education policy making and implementation and presents a short history of policy measures proposed during different regimes. The paper also presents an analysis of the foci and elaborates on the various measures taken for improving education in the country over a period. Besides, the paper identifies major problems in the way of policy making and implementation at the different levels and streams of education in Pakistan.
